Substantial Amendment Public Meeting and Hearing
Knox County Grants & Community Development
Knox County Grants & Community Development (KCGCD) is proposing Substantial Amendments to its U.S. Department of Housing and Urban Development (HUD) approved 2020-2024 Consolidated Plan and Program Year (PY) 2022 Annual Action Plan.
The proposed amendments to the 2020-2024 Consolidated Plan are:
Cancellation of the McNabb CenterPointe Expansion, originally funded with $650,000 in CDBG-CV. The CenterPointe expansion and infrastructure project is recommended for cancellation due to unforeseen construction costs and delays.
Allocation of $53,619 in CDBG-CV funds to Angelic Ministries for its Supportive and Sober Housing program.
Allocation of $70,000 of CDBG-CV funds to CONNECT Ministries for its Good Neighbors program.
Allocation of $75,000 in CDBG-CV funds to InterFaith Health Clinic to provide healthcare for under and uninsured individuals.
Allocation of $114,416.40 in CDBG-CV funds to the Knoxville Leadership Foundation’s housing stability programs.
Allocation of $50,000 in CDBG-CV funds to the Metro Drug Coalition for its Recovery Housing Fund.
Allocation of $160,000 to Volunteer Ministry Center’s Street Outreach program.
The proposed amendments to the Program Year 2022 Annual Action Plan are:
Cancellation of the PY 2022 CDBG funded Infrastructure for Affordable Housing Development project due to unforeseen construction costs and delays.
Reallocation of project funds, in the amount of $313,990, from the PY 2022 Infrastructure for Affordable Housing Development project to the PY 2023 Home Rehabilitation project.
The public comment period for the substantial amendments is October 16, 2023, through November 15, 2023. Additionally, Knox County Grants & Community Development will have a Virtual Public Hearing on the substantial amendments at 3:00 p.m. on Tuesday, October 31, 2023.

The Substantial Amendments will be presented to the Knox County Commission for approval on November 20, 2023. The 2020-2024 Consolidated Plan identifies housing and community development priorities that align and focus Knox County’s Community Development Block Grant (CDBG), Community Development Block Grant COVID (CDBG-CV), and the HOME Investment Partnerships (HOME) programs. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
