Program Year 2024 Annual Action Plan
Knox County Grants & Community Development
The Knox County Grants & Community Development (KCGCD) office is releasing its Program Year 2024 Annual Action Plan, the final plan for the 2020 – 2024 Consolidated Plan. Knox County’s Consolidated Plan establishes funding priorities, outlines strategies, and identifies yearly action plans for the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs offered through the U.S. Department of Housing and Urban Development (HUD). To qualify for Federal HUD funding, Knox County must complete a Consolidated Plan every five years and provide yearly updates.
The Program Year 2024 Annual Action Plan describes how the County intends to utilize its upcoming allocation of HUD funding.
The public comment period for the Annual Action Plan is March 18 through April 17, 2024. KCGCD will host a Public Hearing at 2:00 p.m. on Thursday, April 4, 2024, at the following location:

Citizens are encouraged to share input at the public hearing, which can be attended in person or virtually through Zoom. Comments may also be submitted to Alanna McKissack by email to alanna.mckissack@knoxcounty.org, by phone at 865-215-5253, or mailed to KCGCD, 400 Main Street, Suite 364 Knoxville, TN 37902. All comments must be received no later than Wednesday, April 17, 2024. The County will incorporate all comments received into the proposed plan.
Public hearing information and a draft copy of the Annual Action Plan are available at https://knoxcounty.org/communitydevelopment/. Printed versions of the plan can be found at the KCGCD offices, the Lawson McGhee Library, and the Knoxville Community Development Corporation office.
The Knox County Commission will review the plan at the regularly scheduled meeting at 5:00 p.m. on April 22, 2024. The final version of the plan will be submitted to HUD for final approval by May 3, 2024.
