SUBSTANTIAL AMENDMENT PUBLIC COMMENT AND HEARING
KNOX COUNTY GRANTS & COMMUNITY DEVELOPMENT
Knox County Grants & Community Development (KCGCD) is proposing a substantial amendment to the Program Year 2020 Annual Action Plan within Knox County’s U.S. Department of Housing and Urban Development (HUD) approved 2020-2024 Consolidated Plan.
Knox County will allocate Community Development Block Grant Cares Act (CDBG-CV) funds in the amount of $60,000 to an existing project and a new project in the PY 2020 Annual Action Plan. The proposed projects are:
The Restoration House
$30,0000 will be allocated for a new project for The Restoration House On Belay Youth Development Program. Funding will provide after-school and summer youth programming to children from low-income single-parent families living in The Restoration House’s supportive housing.
Sacred Ground Hospice Care
$30,000 will be added to the existing project Sacred Ground Hospice Care. Sacred Ground provides low-moderate income individuals the end-of-life care they would not normally have been able to afford.
Knox County residents are encouraged to share their verbal or written comments about the County’s proposed amendment. The public comment period for the Substantial Amendment is July 22, 2024, through August 23, 2024. Comments may be submitted by email at grants@knoxcounty.org, phone at 865-215-5253, or by mail to KCGCD, 400 Main Street, Suite 364 Knoxville, TN 37902. KCGCD will have a Public Hearing on the amendment at 4:00 p.m. on Wednesday, August 7, 2024, at the Dante Office, 405 Dante Road, Knoxville, TN 37918. The hearing may be attended in person or online via Zoom.

The Substantial Amendment will be presented to the Knox County Commission for approval on August 26, 2024. The finalized version of the amendment will be submitted to HUD for final approval by September 4, 2024.
The 2020-2024 Consolidated Plan identifies housing and community development priorities that align and focus Knox County’s Community Development Block Grant (CDBG), Community CDBG-CV, and the HOME Investment Partnerships (HOME) programs. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
