WHEREAS, BRANDON LEE GIBSON and JOCELYN GIBSON executed a Promissory Note payable to HAZEL DEVELOPMENT, LLC, a Tennessee limited liability company, dated November 30, 2015, in the original principal amount of One Million One Hundred Thousand and No/100 Dollars ($1,100,000.00) (the “Note”), which Note is more fully described in and secured by a Commercial Deed of Trust, Assignment of Rents and Lease, and Financing Statement executed by BRANDON LEE GIBSON and JOCELYN GIBSON, dated November 30, 2015 and recorded as Instrument Number 2015120010033342 in the Register’s Office for Knox County, Tennessee, to which reference is here made, and the undersigned, STEFFANIE M. SPECK, ESQ., having been appointed Trustee (the “Deed of Trust”);
WHEREAS, default in the payment of the Note and Deed of Trust has occurred and proper notification of the parties and proper notification of said default has previously occurred; and
WHEREAS, HAZEL DEVELOPMENT, LLC, the owner and holder of said Note and Deed of Trust, has demanded the real property described in the Deed of Trust be advertised and sold in satisfaction of said debt. The real property as described in the Deed of Trust will be advertised and sold in satisfaction of said debt and any costs legally accruing in accordance with the terms and provisions of the Note and Deed of Trust.

In the event of a discrepancy between the property address and the property description, the property description shall control. The right is reserved to adjourn the day of sale to another day and time certain, without further publication and in accordance with the law, upon announcement of said adjournment on the day and time and place of sale set forth above.
No warranties are made as to the merchantability of title of said real property, which property is being sold, “where is, as is”, subject to all restrictions, easements, governmental zoning or regulations, subdivision ordinances or regulations in effect with respect to the property, unpaid property taxes, assessments and all superior encumbrances and liens, if any, whether of record or not. FIVE YEAR CONSOLIDATED PLAN FOR PERIOD FY 2025-2029 AND
FY 2025 ANNUAL ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
HOME INVESTMENT PARTNERSHIPS PROGRAM
Notice is hereby given that Knox County (County) is currently preparing its Five-Year Consolidated Plan for the period of FY 2025-2029. The County will apply for FY 2025 Community Development Block Grant (CDBG) funds and Home Investment Partnerships (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The County will conduct public hearings on the use of CDBG and HOME funds received from HUD for the five-year period FY 2025-2029 and FY 2025. In accordance with the Final Rule for consolidation of the CDBG and HOME Programs, 24 CFR Part 91, et. al., the County will prepare a Consolidated Strategy and Annual Plan.
The purpose of the hearing is to obtain the views and comments of individuals and organizations relative to housing and community development needs that may be addressed by CDBG and HOME funds during the next five years. The first public needs hearing will be held at the following location and time:
February 4, 2025 at 5:30 P.M.

Virtual attendance will also be available through Zoom, those who wish to attend virtually should register in advance at https://knoxcounty.org/communitydevelopment/. Persons with special needs should contact Knox County Grants and Community Development at 865-215-5253 at least three days prior to the public hearing with accommodation requests. This location is fully accessible to persons with disabilities.
In addition to the above listed public hearing, the County has created an online Housing and Community Development Needs survey for residents, business owners, housing providers, service providers, and other interested parties and stakeholders to complete to help identify the most critical needs in the County. A link to the survey will be available at https://knoxcounty.org/communitydevelopment/, beginning January 21, 2025.
The County expects to publish a summary of its proposed Five-Year Consolidated Plan for FY 2025-2029 and Annual Action Plan for FY 2025 on or about March 24, 2025. A copy of these documents will be placed on public display for a thirty-day review period beginning on or about March 27, 2025. A second public hearing will be duly advertised and conducted to present the proposed plan to the public. The County will consider comments on the proposed plan prior to adoption by the Knox County Commission. It is anticipated Commission will approve at their scheduled meeting on April 28, 2025. The County intends to submit its Five-Year Consolidated Plan and Annual Action Plan to HUD on or before May 15, 2025, or at some other time as instructed by HUD.
